There are those who were never reconciled to Britain’s ethnic minorities. Trevor Phillips, head of the Commission for Racial Equality, has attacked multiculturalism for entrenching divisions and accommodating too easily that strand of white racism which tolerates ethnic minorities provided they keep to themselves in urban bantustans. He is right; the idea of self-contained communities in separate cultural silos is unstable and increasingly unreal.
